A neon sign reading “Woop Woop” flickers on and off in response to signals received by a police scanner, translating invisible police communications into a visual binary signal. This piece re-allocates official radio communication, normally considered to be off-limits to the public, by translating it from the realm of unheard and unseen authority to the that of urban noise and the visually absurd.
